Rules for the grant of Merit Scholarship for the students of Diploma courses for Polytechnics level in Haryana State

PART-I
General
The Haryana Govt. have formulated a scholarship scheme for the award of Merit Scholarships to deserving students studying in Govt. Polytechnics and Govt. Aided Polytechnic in Haryana.
2 15% of the students of the total sanctioned admission capacity or actual intake, whichever is less, of the Govt./Govt. Aided Polytechnics will be awarded Merit Scholarship @ Rs. 500/- per month which will be valid for one semester.
3(i) The grant of scholarship will depend upon the satisfactory progress and conduct of the students. If it is observed by the Principal of the Polytechnic at any time, that a scholar has by reasons of his/her own act or default has failed to make satisfactory progress or has been guilty of misconduct such as resorting to or participation in strike, irregular in attendance etc. etc., the Principal may either cancel the scholarship or stop or withheld further payment for such period as the Principal may think fit.
3(ii) If a student is found to have obtained a scholarship by false statements, his/her scholarship will also be cancelled forthwith and the amount of the scholarship paid shall be recovered, and the student concerned will be debarred for scholarship under any scheme after such enquiries as the Principal of the Institute consider proper. In all those matters, the decision of the Principal will be final and binding. An appeal against such orders can, however, be preferred within one month to the Director, Technical Education,Haryana..
Note: No scholar can hold, at a time more than one scholarship. In case he/she is awarded more than one scholarship, he/she shall have option to accept any one of them. A single cash prise will not be regarded as financial assistance for this purpose and scholarship holder may be permitted to receive such a prize.
3(iii) The scholarship shall lapse if the scholar dies or if he ceases to attend the institution at which the scholarship was awarded or ceases to study the course for which it was granted.
LEAVES
3(iv):(a ) Leave of absence upto 15 days in a year for purposes other than illness may be granted by the Principal without loss of scholarship. In exceptional cases, however, the Principal of the institute may at his discretion grant leave of absence upto 30 days in a year without loss of scholarship.
(b) Leave of absence on account of illness upto 2 months in a year may be granted by the Principal of the institution without loss of scholarship on production of a certificate from a Registered Medical Officer.
(c) If a scholar remains absent from the institution without leave for more than 15 days at a time, he will forfeit the scholarship.
4. A certificate in the following form, signed by the Principal or Drawing and Disbursing Officer authorized by him shall be recorded on all bills of scholarship:-
(d) “ I hereby certify that the scholar on whose account the above amount has been drawn has been regular in attendance and have confirmed to the rules under which the scholarship is tenable.”
5. Any scholarship which falls vacant due to one reason or another, will be awarded to the next eligible candidates.
6. In the event of any doubt, existing out of the interpretation of the rules, the decision of the Principal shall be final. Appeal against the orders of the Principal regarding stoppage of scholarship, shall be lie with the Director, Technical Education,Haryana Chandigarh.
7. In case, the candidates having equal marks, the poorest shall get precedence over the other.
8. Stamped Receipts should be obtained from the student at the time of making the payment.
9. The applications by the eligible candidates in the form at(Appendix ‘A’) shall be submitted to the Principal of the concerned Polytechnic within 15 days of the issue of notice by the Principal concerned. The applications for the grant of merit scholarship will be accompanied by the following documents:-
i) The detailed marks certificate of concerned examination
ii) Affidavit )Appendix ‘B’)
iii) Performa(Appendix ‘C’)
The Principal of each Polytechnic shall constitute a committee for the award of the scholarships consisting of following:-
1) Principal Chairman
2) One Head of Department Member
3) One Lecturer Member
4) Dy.Spdt. Member
PART-II MERIT SCHOLARSHIP
II The object of merit scholarship is to give financial help to meritorious student provided they keep up progress in studies and is subject to the conditions laid down in part ‘ A’ above.
12. The value of scholarship is Rs. 500/- per month and is valid for one semester. The renewal of scholarship shall be sanctioned by the Principal every semester as per the scholar’s conduct, attendance, examination record (secures atleast 50% marks in the semester’s examination)
13. The students who satisfy the following conditions in regard to merit would be eligible for the award of the scholarship:- CONDITIONS WITH REGARD TO MERIT
As regards the merit, only those students who have passed the qualifying examination in one attempt, and have secured at least 50% marks are eligible.
Those who become eligible on the basis of the above conditions in regard to merit would be considered for merit scholarship and the merit list shall be drawn for the award of scholarship as indicated below:-
In the case of first semester students, on the basis of admission merit and in the subsequent semesters, on the basis of the result of previous semester. In case where two candidates are having equal marks, weightage will be given to the candidate who secured maximum marks in the proceeding semester and in case of 1st semester, the basis will be the last qualifying examination.
